As part of EPA’s transformation division he advised on implementation of the new Act and has been a key author on policy and guidance development on the new contaminated land scheme.

Jemma is a solicitor at Cooney Lees Morgan in Tauranga, New Zealand, specialising in resource management. Prior to attending law school and being admitted in March 2022, Jemma spent ten years in resource management policy and planning roles in local government organisations across the North Island, including managing contaminated land issues under the Resource Management Act 1991.
